Meta has recently announced a significant update to its billing structure that will affect advertisers running campaigns in specific global markets. Starting 1st July 2026, Meta will implement Location Fees to help cover the costs associated with Digital Services Taxes (DST) and other regulatory levies imposed by certain jurisdictions.

If you manage ad accounts targeting European or Middle Eastern markets, here is a breakdown of what these changes mean for your business and your bottom line.

What are Location Fees?

Location fees are additional charges added to your ad spend to offset the costs Meta incurs when doing business in specific regions. Unlike many other taxes, these fees are not based on where your business is registered. Instead, they are determined by where your audience is located and where your ad impressions are delivered.

Which Jurisdictions are Affected?

As of the initial rollout, the following jurisdictions will incur these additional percentage-based fees:

  • Austria: 5%
  • Türkiye: 5%
  • France: 3%
  • Italy: 3%
  • Spain: 3%
  • United Kingdom: 2%

Note: Meta has indicated that these rates and the list of affected jurisdictions may be updated over time in response to changing regulations.

How the Billing Works

It is important to understand that these fees are added after your ads have been delivered. This means Meta will not deduct the fee from your set campaign budget. Instead, you will be billed for your delivery plus the applicable location fee.

The Example: If you spend £100 on ad delivery specifically targeting users in Italy (where the fee is 3%), you will be charged £100 for the ads plus a £3 location fee, totalling £103. Furthermore, any applicable VAT will be calculated on top of this final total.

Why is This Happening Now?

The digital advertising landscape is facing an evolving regulatory environment. Many countries have introduced Digital Services Taxes to ensure large tech platforms contribute to local economies. While Meta has previously absorbed these costs, they are now aligning with industry norms—following in the footsteps of other major digital platforms that have already implemented similar surcharges.

Key Details for Advertisers

  • Format Neutral: These fees apply to all ad formats, including images, videos, and WhatsApp click-to-message campaigns.
  • Transparency: To ensure clarity in your accounting, these fees will be itemised on your invoices by jurisdiction (e.g., Italy digital services).
  • Payment Methods: The fees apply regardless of your chosen payment method.
  • WhatsApp Messaging: While click-to-message ads are included, these fees do not apply to other types of paid WhatsApp messaging.

Next Steps: How to Prepare

With the July 2026 deadline approaching, now is the time to audit your current international spend and adjust your strategy.

  1. Notify Your Team: Share this update with your finance, procurement, and marketing departments immediately.
  2. Adjust Budget Forecasts: If a significant portion of your traffic comes from the UK or the EU, you will need to account for a 2% to 5% increase in total costs to maintain your current impression levels.
  3. Consult Support: If you have specific concerns regarding your account, reach out to Meta Pro Support or your dedicated Meta sales representative.

By staying ahead of these regulatory shifts, you can ensure your 2026 marketing plans remain accurate and your ROI remains protected.
